League 2003

 

 

League Rules

(Revised June 2002)

 

All rules will be in accordance with United States Volleyball Association (USVBA) except where modified below.

 

 

1)      TEAM COMPOSITION

a)      Teams consist of a minimum of 2 members of each sex regardless of circumstances, with a maximum of 6 players.

 

b)      Teams that play with 4 men, 2 women are still required to have a woman to make contact with the ball if the ball is not returned over the net after the first hit.

 

c)      All players should be members of a Church organization affiliated with PACCO. Guest of members must know the rules of the game and participate in the spirit of PACCO.  Guests are the responsibility of the member.

 

d)      Some rules may vary depending on team division

A-DIVISION: competitive

B-DIVISION: semi-competitive

C-DIVISION: non-competitive

 

 

2)      LENGTH OF GAME

a)      A total of 50 minutes will be allowed for all matches.  Matches will consist of a minimum of 2 games and a maximum of 5 games.

 

b)      A team is allowed 2 time-outs except in the last 5 minutes of each match.  The length of the time-out is 30 seconds.

 

c)      An interruption of 3 minutes will be allowed for an injury.  It will not count as a time out if the injured player cannot be replaced.

 

d)      A maximum of 2 minutes is allowed between games of a match.

 

e)      After 50 minutes the match is over regardless of the score of the game in progress.

 

3)      STARTING THE GAME

a)      Team captains will volley, do rock-paper-scissors, or call the toss of a coin. The winner chooses either the playing area or the right to serve.

 

b)      After each game of a match, the teams will exchange playing areas and service.

 

c)      In the interest of safety, a player may not enter another court where a match is in progress before, during, or after playing the ball.  Any such violation shall result in either a point or a side-out.

 

 

4)      SCORING

 

a)      RALLY scoring will be observed for all levels (A, B, and C) for the 2002 league.  Rally scoring means a point will be awarded for every play, regardless of which team serves the ball.

 

 

5)      TO WIN A GAME

a)      A game is won by the team which first scores 25 points and with a minimum lead of two points.  In the case of a 25-25 tie, play is continued until a two-point lead is achieved.

 

b)      A match is won by the team winning 2 out of 3 games.

 

 

 

6)      SUBSTITUTIONS

a)      Substitution shall be into the center back position during the rotation prior to a serve.

 

b)      There is no limit to the total number of substitutions, but only one may occur at a time, unless it is the start of a new game.

 

c)      Injury substitution may occur at the position of the injured player.  Once a player is substituted for an injured player, the injured player may not return to the court in that game.

 

7)      SERVICE

a)      The server shall serve from within the area designated for that purpose.  Some gyms may have modified house rules regarding foot faults on the back baseline.

 

b)      Service should be preceded with a verbal indication such as “service” or by stating the current score. If a player serves before the opposing team is ready, the service will be cancelled and a re-serve directed.

 

c)      We will observe the LET-Serve for all divisions (A, B, and C), meaning the service is considered to be good if the ball passed over the net, even if the ball touches the net, however the ball must land within the boundaries of the opponent court. 

 

d)      B & C DIVISIONS:  The service is considered to be good if the ball passed over the net, without touching it, and inside the opponent court.  At the instant the ball is contacted by the opponent, the service is complete.

 

e)      At the instant the ball is contacted by the opponent, the service is complete.

 

f)        If a team has served out of order, the team loses the service and any points gained during such out of order service.

 

g)      The team receiving the ball for service (following a side-out) shall rotate one position clockwise before serving.

 

8)      RULES FOR RECEIVING SERVICE

a)      The first contact of the ball after a serve can be any valid, clean contact of the ball  (the first hit is not required to be a bump).  However, if the first hit made on the receiving side is NOT a bump, then the ball must remain on the receiving side of the net until a second hit is made by the receiving team.

 

b)      The first contact of the ball after a serve can not be made by a front row player leaving his feet in a vertical direction or any other means deemed to be a block of the serve.

 

 

9)      STATES OF PLAY

 

a)      The ball is “in” when it touches the floor of the playing court, including the boundary lines.

 

b)      The ball is “out” when no part of the ball contacts the space within and including the boundary lines. 

 

c)      The ball is “out” when it contacts an object or person outside the court, excluding the ceiling on the same side of play.

 

d)      The ball is “out” when it contacts an antenna, rope, post, supporting apparatus for a post or the net itself out-side an antenna

 

e)      The ball is “out” if it completely crosses the vertical plane of the net outside the opponent team’s court space

 

f)        A player who contacts the ball or is contacted by the ball shall be considered as having played the ball.  (Exception: see rule A under simultaneous contact).

 

g)      A ball may be played off the ceiling if the ball does not strike it on the way over the net.  If on the way over the net, it is treated as though it is out of bounds.

 

 

10)  PLAYING THE BALL

a)      Each team is allowed a maximum of 3 contacts of the ball to get it to the opponent court.  (Exception: See rule A under simultaneous contact).

 

b)      If the ball is contacted more than once, a female member of the team must contact the ball prior to the ball passing to the opponent court. (Note: a block does not count as a contact).

 

c)      The ball can contact any part of the body, however, body contact of any kind is considered a hit.

 

h)      Scooping, lifting, pushing, or carrying the ball shall be prohibited. In the Non-Competitive and Semi-Competitive Division this rule should be loosely enforced and policed by your own players. Coaches of these teams may want to discuss how holding will be called prior to the coin toss.

 

i)        A player contacting the ball more than once with whatever part of the body, including two hands, will be considered as having committed a double hit. (Exception: see rule B under simultaneous contact)

 

 

11)  SIMULTANEOUS CONTACT AND BLOCKING

a)      Block contact is not counted as a team hit. In other words, after a block contact, a team is entitled to three hits to return the ball to the opponent.

 

b)      Any player participating in a block shall have the right to make the next contact, such contact counting as the first of three contacts allowed that team.

 

c)      A joust occurs when players of opposing teams cause the ball to come to rest above the net through simultaneous contact.  A joust is not a fault, and play continues as if the contact were instantaneous.

 

d)      After a joust, the team whose side the ball enters has the right to play the ball three times.

 

e)      A blocker may reach over the net; however, the blocker shall not contact the ball over the opponent’s area until after completion of the opponent’s third contact.

 

f)        If two or more teammates touch the ball simultaneously, it is counted as one contact. If teammates collide no fault is committed.

 

g)      If two players from the same team simultaneously make contact with the ball either player may take the next hit.  If a female is involved with a male in regards to this simultaneous contact the team will have met their requirement of a female contacting the ball.  (NOTE: the female may still take the next hit.)

 

12)  NET PLAY and CENTER LINE RULE

a)      A player may not touch the net at any time during which the ball is in play.

 

b)      Hands passing over the net after a spike is permitted provided no contact is made with the net.

 

c)      If the net is driven into a player by the ball, such contact shall not be considered a fault.

 

d)      A player may step on the center line with his or her foot stepping onto the opponent court, however if the player’s foot lands entirely beyond the centerline on the opponent court, it is considered a fault.

 

13)  RESTRAINING LINE RULE

a)      A restraining line should be placed 10 feet from the net on both sides. This line is considered that back row spike line.  A player in the back row may not leave the ground in a vertical position to make contact with the ball, in efforts to spike it, once in front of this line.  They may however, make attempts to leave the ground in efforts to block a ball.

 

b)      If a back row player leaves the ground, to spike the ball, from behind the line, he is allowed to land anywhere in front of the line providing he does not fault the net or centerline.

 

 

 

14)  UMPIRES

a)      There will be no official umpires during the regular season.

b)      Teams may wish to assign someone to call the lines.

 

15)  NO SHOWS vs. FORFEITS

a)      A team will be charged with a “NO SHOW” if they show up at a game with less than 4* players without informing their opponents at least by noon Saturday preceding the game.  If a team is charged with 2 “NO SHOWS” it will be dropped from the league and will not be invited to the Post-Season Tournament.  A team may cancel as many games as necessary without penalty, as long as they meet the Saturday noon deadline.  Officially the team canceling will be charged with a forfeit. Since we do not keep standings, a forfeit is meaningless.

 

b)      In an effort to keep the schedule full for all teams, when a forfeit is announced the non-forfeiting coach may call the PACCO Athletic Coordinator to see if another game can be scheduled.  Coaches must also report any “NO SHOWS” to the PACCO Athletic Coordinator within 7 days of the “NO SHOW”. The phone number of the PACCO Athletic Coordinator can be found under the Team Coaches Listing attached to these rules.

 

NOTE: It is required that 2 of these 4 players be female.

 

16)  INTERFERENCE

a)      Clapping, shouting, or screaming by an opponent at a player trying to make a play on the ball will be considered interference. A point will be awarded if the offense is against the receiving team or a lose of service if against the serving team. 

 

17)  RAINOUTS

a)      With games being held at St. John Vianney, in-climate weather could produce a rainout.  The courts are covered, but the sides are open to the outside. Teams should contact the St. John Vianney Gm Coordinator if they think there may be a chance of a rainout.  The St. John Vianney Gym Coordinator’s phone number can be found in the Team Coaches Listing.

 

18)  LIABILITY

a)      Players participate in the PACCO leagues on their own will   By their participation the accept full responsibility for their own actions and injuries.  Players also agree not to hold responsible host churches, PACCO, or its coordinators for any injury related to their participation in these leagues.

 

19)  MISC

 

a)      Disputes are treated as a replay.
