Fr. Dinh, born 1963 in Saigon, Vietnam, attended schools in Vietnam and graduated from the University of Technical Pedagogy in Saigon where he studied technical drawing. After several attempts to escape Vietnam, he made it to the United States and joined up with his family in Davenport. Before entering seminary studies, Fr. Dinh worked as a cook, then a meat cutter. He studied philosophy at St. Ambrose University in Davenport before completing his theology studies at the University of St. Mary of the Lake — Mundelein Seminary in Mundelein IL. Fr. Dinh completed his internship at Our Lady of Victory parish in Davenport in 2006 and did his clinical pastoral education at Genesis Medical Center in Davenport in 2007.

On Aug. 18, 2007, Fr. Dinh was ordained a transitional deacon by Bishop Amos at St. Paul the Apostle Church in Davenport. He was ordainted as a priest May 10, 2008 and celebrated his first Mass on May 11 at Our Lady of Victory in Davenport. Another Mass was celebrated on May 11 at Sacred Heart Cathedral.  Fr. Dinh was assigned to Sacred Heart and St. Paul the Apostle parishes on July 1, 2008.  On July 1, 2010, Fr. Dinh became the full-time Parochial Vicar at Sacred Heart.
