Meeting Minutes
Attendance:

1. Opening
 Johnny Ip called the meeting to order at 1:05 PM. Bro. Mike offered the opening prayer.
2. Transfer of Brother Mike
 Johnny announced that Bro. Mike will be transferred to another parish. On behalf of the St. James community, he thanked Bro. Mike for his service. Bro. Mike explained that it is normal to be given a new assignment every two years. Although he appealed the new assignment twice, his request was overruled both times. He will be serving in New York for his summer assignment and will be able to return to Boston for weekends. Bro. Mike will put an announcement in the Sunday bulletin.
3. Approval of Last Meeting's Minutes
 Judy moved to pass the minutes of the March PPC meeting. Carol seconded. All were in favor. The minutes will be posted in the lower church hall and on the BCCC/St. James website.
4. Chairman's Remarks
 On behalf of Fr. O'Leary, Fr. Joe Baggetta stopped by the PPC meeting to announce that effective June 1, Fr. Peter Shen has been appointed Parochial Vicar for St. James. Fr. Shen will be serving full-time. He will live in the rectory and will be responsible for the 8AM Sunday Mass. Fr. O'Leary will continue as Administrator.
5. Welcome New PPC Elected and Appointed Members
 Johnny welcomed the new members of the PPC: Stanley Chu, Connie Tam, and Calvin Yum, who will serve three-year terms. Johnny and May have also been re-elected to serve three year terms.
 Johnny announced and welcomed the re-appointment of the Appointed PPC members to another annual term: Lydia Chan, Peter Chan, Vincent Fung, Simon Ho, and Selina Ng.
6. Financial Summary Update
 Johnny presented the financial summary on behalf of Steve. The surplus of $31.8K is mostly due to lower than expected expenses.
7. New Business Manager and Bookkeeper (St. James and BCCC)
 Michelle Leung has agreed to be interim bookkeeper for St. James, and may consider a permanent position if comfortable with the work. Anita Sung will be her backup. Judy Tam will assist in the transition upon her return from vacation.
 Carol Ip is the interim business manager for St. James. There is still a need to find/nominate someone to fill this post on a permanent basis.
 As discussed previously, Vivian Chu is the BCCC bookkeeper, who will coordinate with Laura.
8. Financial Summary Update
 Steve Tam is the business manager through May 31. In his absence, Carol prepared the financial update (Attachment 1), to be finalized on his return.
 In order to close out the fiscal year and get an accurate accounting of expenses, Vincent Chun will send out the re-imbursement form to parish commission leads with a reminder for their groups to submit expenses before the end of June.
 The fax/copier machine lease ends in June. Monthly payments have been $90. There are two options at that point:
 Returning the machine will cost $216.88 plus shipping and handling, which totals $616.88.
 Buying out the machine will cost $718.12. A check needs to be sent by June 4th
 It was decided to buyout the copier/fax machine since it would cost only about $100 more than the option of returning it
9. Revised Parish Finance Council Policies
 Johnny mentioned that Parish Finance Council policies have been revised by the Archdiocese, effective 3/22/2010. These have been communicated to the Finance Council members.
10. Budget Process
 Albert proposed starting the budget process early. Johnny explained that the delay last year was due to time needed to set up the PPC and to combine the BCCC and St. James accounting
 It is estimated that budget forms would be sent out to Parish Commissions toward end of June or early July.
 Albert mentioned that the biggest source of budget variation is unanticipated capital expenses. We understand that Archdiocese charges St. James an interest rate of 5% on loans for renovations, Holy Trinity debts, and the new heating system loan.
11. Re-Appointment of Finance Council Members
 Fr. O'Leary decided re-appoint all existing Finance Council members to another 1-year term with the exception of the following:
 According to the New Parish Finance Council Policies, parishioners that are closely related could not serve on the Finance Council at the same period. Since Joseph Yeung, Agatha Tong, and Paul Tong are related, in order to comply with the policy, Fr. O'Leary indicated that only one of them can serve on the Finance Council. The other two would be appointed as advisors to SJPPC. After their deliberation, Joseph and Agatha have decided to leave the Finance Council. They also declined to accept the appointment of advisors. Paul Tong will remain as member of the Finance Council.
 Albert informed the PPC that the Finance Council will elect a new Chair among themselves at their next Finance Council meeting.
12. Re-election of Vice-Chair, Secretary and Executive Committee Members
 For Vice-Chair, Johnny Ip was nominated and elected. No other candidates were nominated
 For Secretary, Vincent Chun was nominated and elected. No other candidates were nominated
 The Executive Committee membership will be voted on at the next PPC meeting due to low attendance at this meeting.
13. Parish Commission Reports
 Religious Education - Steve and Donna have begun to transition into their position as coordinator, and have been working with Mary Tse and Sr. Madeline. They are reviewing the list of current students, list of families with children, seeking feedback from the PPC, and will be evaluating teaching materials.
 Spiritual Development - Fr. Lynch is arriving June 28. Mary Young is arranging the schedule of his activities. Please inform Mary ASAP for any request of Fr. Lynch's time, as his schedule is quickly filling up.
 Fr. Shen activities - PPC members and Parish Commission leaders should send requests and suggestions for the use of Fr. Shen's time, by next Sunday. Johnny is organizing an Executive Committee meeting to discuss these tasks with Fr. Shen and Fr.O'Leary.
 Maintenance - Johnny reported on behalf of Simon Ho that we are waiting for a second set of blueprints and proposal for the Pastoral Center renovation. On the 501(3)c application, the lawyer has not been responsive. Will need to find an alternate lawyer. Once the plan is ready, we will present to Fr.O'Leary and the chancellor.
 Parking - There was a proposal to reduce the number of vehicles (currently 15) needed for an event to qualify for use of the Tufts parking lot. Judy proposed, and Calvin seconded a proposal to reduce the number to 10 cars. All in favor.
 August Moon Festival - Calvin will coordinate. Lydia will assist.
 Outreach and Welcome - Agatha reported the discussion at a recent O&W meeting:
 There is concern that there are fewer copies of the Chinese song book, such that there isn't enough to go around.
 There is a need for Mandarin speaking ushers to hand out booklets, song books and to seat Mandarin-speaking visitors where others can assist in explaining the liturgy.
 O&W group will meet with Fr. Lynch on July 18 to learn about his experience at Trinity Church.
 Fr. Chan Farewell Party - Theresa Yuen, Mary Young, and Paul Lei are collecting photos of Fr. Chan and soliciting fun questions to ask him during the farewell party.
 Farewell party for Steve and Judy - to be arranged for September.
 Scholarship - Vincent Chun reported on behalf of Albert Ma that one scholarship will be awarded this year. Award ceremony to be on Fathers Day.
14. Other Matters
 Judy reported comments from Sr. Madeline and other priests that there should not be too many people and movement around the altar. Presiding priest should be the one that delivers the Body and Blood to the Eucharistic Assistants. Liturgy group should discuss, with Fr. Shen regarding the best approach.
 Agatha reported that there was sometimes insufficient sound at the back of the church. Francis to monitor.
15. Next Meeting
 The next PPC meeting date will be July 11.
